Hankinnan kohteena olivat tarjouspyynnössä määritellyn linja-autoliikenteen hoitaminen Joensuun seudun joukkoliikenteen toimivaltaisella viranomaisalueella sopimuskaudelle 02.06.2025 - 30.5.2032 + kolmen (3) vuoden optiomahdollisuus ajalle 31.05.2032 - 03.06.2035. Tarjouskilpailu oli avoin kaikille liikenteenharjoittajille, joilla on liikenteen palveluista annetun lain (320/2017, myöhemmin liikennepalvelulaki) perusteella oikeus tuottaa henkilöiden ammattimaiseen kuljetukseen tarvittavia tieliikennepalveluja. Palvelun tulee täyttää Euroopan unionin suoraan velvoittavien säädösten, Suomen lakien ja asetusten sekä viranomaisten antamat määräykset.
