Nationaal personenvervoer per spoor (over de conventionele infrastructuur en over het hogesnelheidsnet) voor de duur van 9 jaar (2025-2033) — over de spoorweginfrastructuur als gedefinieerd in het Besluit hoofdrailnet, inclusief de uitvoering van de intercity van en naar Brussel. De treindienst tussen Roosendaal en Antwerpen tot de grens behoort tevens tot de Concessie. Met inachtneming van de voorwaarden in de Concessie rondom een intercityverbinding naar Aken kan deze treindienst worden uitgevoerd onder deze Concessie.
