Ziel dieser Ausschreibung ist, der Abschluss von Rahmenvereinbarungen mit mehreren Anbietern zur Durchführung von Schienenersatz- und Busnotverkehren im Auftrag der Hamburger HOCHBAHN innerhalb des hvv-Netzes. Da diese Art von Verkehren nur eingeschränkt planbar ist, handelt es sich beim Umfang der ausgeschriebenen Leistung um eine Schätzung. Der tatsächliche Leistungsbedarf kann erheblich variieren. Diese Angabe erfolgt gemäß § 19 Abs. 1 SektVO, wonach das in Aussicht genommene Auftragsvolumen so genau wie möglich zu ermitteln und bekanntzugeben ist, jedoch nicht abschließend festgelegt werden muss. Die Bieter werden darauf hingewiesen, dass die tatsächliche Inanspruchnahme der Leistungen von der Entwicklung des Verkehrsbedarfs und betrieblichen Erfordernissen abhängt.
