Le marché porte sur l'exploitation de services de transports terrestres réguliers de voyageurs entre la gare SNCF d'Altkirch (68130) et la gare SNCF de Saint-Louis (68300) identifiée sous ligne Distribus n°15. Il s'agit d'une ligne affectée à tous les usagers du transport public mais assurant le transport d'un effectif important de scolaires, dans le cadre du calendrier de fonctionnement des écoles maternelles, primaires, collèges et lycées. Les prestations, objets du marché, doivent être conformes à la réglementation applicable en matière de transports publics.
