Der Auftraggeber ist bestrebt, die Bedienung der Bevölkerung mit Verkehrsleistungen im ÖPNV möglichst preisgünstig zu gewährleisten. Züge im Integrationsraum, derzeit zwischen Saalfeld und Jena Paradies, in denen ein höheres Tarifniveau gilt als es im vom Auftraggeber beauftragten Schienenpersonennahverkehr üblich ist, sollen für Fahrgäste mit Fahrscheinen des Nah- und Verbundverkehrs geöffnet werden.
