    Erbringung von fahrplanmäßigen SPNV-Leistungen voraussichtlich ab 14.12.2031 mit einem Leistungsumfang von jährlich rund 2,02 bis 3,17 Mio. Zug-km auf den Eisenbahnstrecken: S 7 Dresden - Königsbrück, RB 71 Pirna - Neustadt (Sachs) - Sebnitz, RB 72 / RE 19 (Dresden -) Heidenau - Altenberg, S 8 Dresden - Kamenz, S 8 Durchbindung Kamenz - Senftenberg, S 8 Durchbindung Kamenz - Hoyerswerda, S 8 Durchbindung Hoyerswerda - Spremberg. Die Leistungen der Linien S 7, RB 71 und RB 72 / RE 19 sollen mit Oberleitungs-/Batterie-Hybridfahrzeugen (Battery Electric Multiple Units / BEMU) erbracht werden, da es sich um nicht- oder nur teilelektrifizierte Strecken handelt. Die Erbringung der Leistungen der Linie S 8 durch elektrische Fahrzeuge (Electric Multiple Units / EMU) soll in zeitlicher Abhängigkeit zum fortschreitenden Streckenausbau und der Elektrifizierung der einzelnen Abschnitte über mehrere Betriebsstufen schrittweise erfolgen.
