Il s'agit d'un accord cadre à bons de commande, passé en groupement de commande entre la ville de Saint-Denis et son CCAS (la ville est coordinateur du groupement). Cet accord-cadre est sans montant minimum et avec un montant maximum annuel de 600 000 euros HT, soit 750 000 euros TTC. Il sera conclu à compter du 14 octobre 2024 ou de la date de notification si elle est ultérieure pour une période d'un an, reconductible 3 fois. Le montant annuel des dépenses est estimé à 424 000 euros HT, soit 530 000 euros TTC. Ces montants correspondent aux pratiques et politiques de transports actuelles et sont donnés à titre estimatif. Côté CCAS, l'accord-cadre est conclu sans minimum et avec un montant maximum de 60 000 euros HT côté CCAS. Les variantes ne sont pas autorisées et il n'est pas prévu d'option. L'accord cadre n'est pas alloti en raison de la nature indissociable des prestations.
